SRC-TBR S.B. 228 77(R) BILL ANALYSIS Senate Research Center S.B. 228 77R1947 YDB-DBy: Shapleigh Business & Commerce 3/28/2001 As Filed DIGEST AND PURPOSE Currently, the border counties of Texas have a much lower per capita income than the rest of the state and nation. As proposed, S.B. 228 directs the comptroller of public accounts to study the state and federal mandates affecting the region of Texas near the Texas-Mexico border. The study must include an examination of judicial and law enforcement issues, financial policies, environmental policies, transportation infrastructure, and NAFTA. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Requires the comptroller of public accounts (comptroller) to study the state and federal mandates affecting the region of the state near the border with Mexico. Requires the study to include an examination of certain matters. Requires the comptroller to file a written report, not later than December 15, 2002, with the lieutenant governor and the speaker of the house of representatives regarding the results of the study. SECTION 2. Provides that this Act expires February 1, 2003. SECTION 3. Effective date: upon passage or September 1, 2001.
