SRC-TBR S.B. 245 77(R) BILL ANALYSIS Senate Research Center S.B. 245 77R2325 DWS-DBy: Shapleigh Business & Commerce 3/20/2001 As Filed DIGEST AND PURPOSE Currently, Texas is experiencing a tremendous increase in trade with Mexico. As proposed, S.B. 245 requires the Texas Department of Transportation to consider the department's districts adjacent to the border with Mexico to be a distinct category to be given preference in relation to the amount and importance of international trade using state transportation infrastructure in those districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 201I, Transportation Code, by adding Section 201.708, as follows: Sec. 201.708. ALLOCATION TO BORDER DISTRICTS. Requires the Texas Department of Transportation (department), in determining projects to be undertaken and allocating money to its various districts, to consider the department's districts adjacent to the border with Mexico to be a distinct category to be given preference in relation to the amount and importance of international trade using state transportation facilities in those districts. SECTION 2. Effective date: September, 1, 2001.
