SRC-JEC S.B. 262 77(R) BILL ANALYSIS Senate Research Center S.B. 262 77R1778 ATP-FBy: Bernsen Intergovernmental Relations 1/22/2001 As Filed DIGEST AND PURPOSE Currently, municipalities are not required to provide counseling services to public safety employees who have experienced an incident involving the death or serious injury of another person. As proposed, S.B. 262 makes this a requirement. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 142, Local Government Code, to add Section 142.012, as follows: Sec. 142.012. CRITICAL INCIDENT COUNSELING FOR PUBLIC SAFETY EMPLOYEES. Defines "public safety employee." Requires a municipality to provide educational and counseling services (services) to a public safety employee who is exposed to or involved in an incident involving the death of or serious injury to another individual, or who requests the services. Requires services provided under this section to meet certain criteria. SECTION 2. Makes this Act applicable to all requests for services made after the effective date of this Act, regardless of the date on which the relevant incident occurred. SECTION 3. Effective date: upon passage or September 1, 2001.
