DIGEST AND PURPOSE 

The vaccines for children program is federally funded and provides vaccines
to eligible children. S.B. 282 promotes the enrollment and participation in
the program by private physicians by requiring the Texas Department of
Health to provide information about the program to every health care
provider in the state who is not enrolled but is otherwise eligible to
participate in the program. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  DEFINITION.  Defines "vaccines for children program" (program).

SECTION 2.  PROMOTION OF VACCINES FOR CHILDREN PROGRAM.  Requires the Texas
Department of Health, not later than October 1, 2001, to develop and
distribute educational materials designed to promote and increase awareness
of the program to each health care provider in this state, including a
Medicaid provider, who is not enrolled but is otherwise eligible to
participate in the program. 

SECTION 3.  EFFECTIVE DATE.  Effective date:  upon passage or September 1,
2001.
