SRC-MKV S.B. 301 77(R)BILL ANALYSIS Senate Research CenterS.B. 301 By: Zaffirini Health & Human Services 5/22/2001 Enrolled DIGEST AND PURPOSE The Texas Legislature created the Office for the Prevention of Developmental Disabilities (office) in 1989 to help minimize the human and economic losses in Texas caused by high-risk behavior and preventable disabilities. The office is attached administratively to the Texas Department of Mental Health and Mental Retardation (TDMHMR), and the Sunset Advisory Commission recommended continuing this arrangement. S.B. 301 repeals the sunset provision for the office, allowing the office to be reviewed as part of the next sunset review of TDMHMR in 2011 and eliminating the need for a separate evaluation of the office. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 112.052 (Sunset Provision), Human Resources Code. SECTION 2. Effective date: September 1, 2001.
