SRC-BWC S.B. 309 77(R) BILL ANALYSIS Senate Research Center S.B. 309 77R5875 MRB-DBy: Harris Administration 3/26/2001 As Filed DIGEST AND PURPOSE Periodically, state agencies undergo a review by the Sunset Advisory Commission (commission). As a result of the review, the commission will recommend changes to the agency or the abolishment of the agency. As proposed, S.B. 309 sets the review schedule for the risk management board, the Polygraph Examiners Board, and the Department of Human Services. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 412.021(f), Labor Code, to provide that the risk management board is subject to Chapter 325 (Texas Sunset Act), Government Code. Provides that unless continued in existence as provided by that chapter, the board is abolished and this section expires September 1, 2007, rather than 2009. SECTION 2. Amends Section 1703.005, Occupations Code, to provide that the Polygraph Examiners Board is subject to Chapter 325 (Texas Sunset Act), Government Code. Provides that unless continued in existence as provided by that chapter, the board is abolished and this chapter expires September 1, 2009, rather than 2003. SECTION 3. Amends Section 21.002, Human Resources Code, to provide that the Texas Department of Human Services is subject to Chapter 325 (Texas Sunset Act), Government Code. Provides that unless continued in existence as provided by that chapter, the department is abolished and this title expires September 1, 2011, rather than 2003, except that Chapter 40 expires as provided by Section 40.003. SECTION 4. Repealers: Section 465.002 (Texas National Research Laboratory Commission), Government Code, and Section 752.025 (Governor's Advisory Committee on Immigration and Refugees), Government Code. SECTION 5. Effective date: September 1, 2001.
