DIGEST AND PURPOSE

Currently, the Texas Housing Corporation is subject to the Texas Sunset Act
and the corporation is abolished as of September 1, 2001. However, the
Texas Sunset Commission found reason to renew the agency. As proposed,
S.B. 320 changes the name of the agency to the Texas State Affordable
Housing Corporation and extends its existence until September 1, 2003, when
it will again be reviewed through the Texas Sunset Act.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2306.5521, Government Code, to provide that the
Texas State Affordable Housing Corporation, rather than the Texas Housing
Corporation, is subject to Chapter 325 (Texas Sunset Act). Provides that
the corporation is abolished and this subchapter expires September 1, 2003,
rather than 2001, unless continued in existence as provided by Chapter 325.

SECTION 2. Effective date: upon passage or September 1, 2001.
