DIGEST AND PURPOSE 


Since 1995, Texas State Technical College (TSTC) has not administered any
programs at the Amarillo campus. C.S.S.B. 386 deletes any mention of the
Amarillo campus of TSTC from Section 135.02(a) and Section 62.021(a) of the
Education Code and Section 572.003(c) of the Government Code and adds a
reference to TSTC-Marshall to Section 62.021(a), Education Code, and
Section 572.003, Government Code. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 135.02(a), Education Code, to provide that the
Texas State Technical College System does not include a campus located in
the city of Amarillo in Potter County. 

SECTION 2. Amends Section 62.021(a), Education Code, to delete a reference
to Texas State Technical College Amarillo. Provides that the amounts
allocated by the formula include Texas State Technical College-Marshall. 

SECTION 3. Amends Section 572.003, Government Code, to make conforming
changes. 

SECTION 4. Effective date: September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

SECTION 2. Amends As Filed S.B. 386, Education Code, by adding a new
proposed reference to Texas State Technical College-Marshall. 

SECTION 3. Makes a conforming change.
