DIGEST AND PURPOSE 

Currently, Texas law does not permit military officers to serve on the
school boards of military reservation school districts, which is
inconsistent with federal law.  As proposed, C.S.S.B. 403 authorizes the
appointment of military officers, military retirees and parents of children
enrolled in the primary or secondary school on the military reservation to
a military reservation school district's board of trustees by the State
Board of Education. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 11.352(b), Education Code, to authorize the
appointment of military officers, military retirees, and parents whose
children are enrolled in the primary or secondary school on the military
reservation by the State Board of Education  to a military reservation
school district's board of trustees. 

SECTION 2.  Effective date:  upon passage or September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

parents whose children are enrolled in the primary or secondary school on
the military reservation to those authorized to be appointed to a military
reservation school district's board of trustees.
