SRC-BWC S.B. 410 77(R) BILL ANALYSIS Senate Research Center S.B. 410 77R1802 BDH-DBy: Duncan State Affairs 2/7/2001 As Filed DIGEST AND PURPOSE Currently, planning and budgeting processes do not encourage agencies to collaborate on information technology projects, which can result in overlap and waste. As proposed, S.B. 410 requires the Department of Information Resources to identify opportunities for state agencies to coordinate with each other in the adoption and implementation of information resources technology projects. The bill requires state agencies to include in the agency strategic plan a description of any information resources technology projects proposed by the agency and a statement of how the projects relate to similar projects implemented or proposed by other agencies. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2054.051, Government Code, to require the Department of Information Resources (department) to identify opportunities for state agencies to coordinate with each other in the adoption and implementation of information resources technology projects. SECTION 2. Amends Section 2054.096(a), Government Code, to require each agency strategic plan to be consistent with the state strategic plan and include a description of any information resources technology projects proposed by the agency and certain specified information relating to the proposed plans and projects. SECTION 3. Effective date: September 1, 2001.
