SRC-CTC, JEC S.B. 439 77(R) BILL ANALYSIS Senate Research Center S.B. 439 2001S0296/1By: Madla Health & Human Services 2/5/2001 As Filed DIGEST AND PURPOSE Currently, in the requirement that an organization or entity provide certain matching funds when requesting a grant from the Texas Commission on Alcohol and Drug Abuse, it is unclear what the matching funds would include. As proposed, S.B. 439 clarifies that matching funds can be in either cash or in-kind contributions. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 461.014(f), Health and Safety Code, to provide that an organization or other entity is ineligible for a grant of state funds from the Texas Commission on Alcohol and Drug Abuse unless the organization or entity provides matching funds in either cash or in-kind contributions equal to at least five percent of the total grant. SECTION 2. Effective date: September 1, 2001.
