SRC-BWC, S.B. 443 77(R) BILL ANALYSIS Senate Research Center S.B. 443 77R4258 MCK-DBy: Fraser State Affairs 2/7/2001 As Filed DIGEST AND PURPOSE Currently, state agencies spend almost $3.8 million a year to lease 76 warehouses with almost 804,000 square feet of space. As proposed, S.B. 443 requires the General Services Commission and state agencies to develop a plan that sets targets for reductions in warehouse space, surplus property, and inventory. S.B. 443 also directs the General Services Commission to work with state agencies to review and evaluate the operation of the first four leased warehouses in Austin that become eligible for lease renewal after October 2001. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 2167C, Government Code, by adding Section 2167.105, as follows: Sec. 2167.105. WAREHOUSE SPACE USE STUDY. Requires the General Services Commission (commission) to evaluate the operation of the first four state-leased warehouses in Austin for which the leases expire after October 1, 2001. Requires the commission to work with the state agency that operates the warehouse to obtain certain information to reduce inefficient warehouse space use, adopt practices reducing the agency's need for warehouse space, and eliminate warehouse leases. Requires the commission to assist the state agency operating the warehouse in developing a plan to reduce the need for warehouse space by reducing inventory, selling surplus property, and efficiently managing warehouse operation in certain ways. Requires each agency to include the plan as part of its strategic plan submitted under Chapter 2056 (Strategic Plans of Operation) during calendar year 2002. Provides that this section expires September 1, 2003. SECTION 2. Effective date: September 1, 2001.
