SRC-MKV S.B. 474 77(R) BILL ANALYSIS Senate Research Center S.B. 474 77R4319 GJH-DBy: Bernsen Education 2/12/2001 As Filed DIGEST AND PURPOSE Currently, Teacher Retirement System members may purchase, at the time of retirement, one year of service credit for 50 or more days of unused sick and/or personal leave. S.B. 474 repeals the requirement that the retiree pay for the additional year of credit if he or she retires with 50 or more days of unused sick and/or personal leave. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 823.403, Government Code, by amending Subsection (c) and deleting Subsections (d) and (e), to make conforming changes, deleting language relating to a payment made by a member at the time service credit is granted under this section in order to receive service credit for the member's state personal or sick leave that has accumulated, and also deletes language relating to a member's employer reimbursing the member for all or part of the cost of purchasing service credit under this section. SECTION 2. Effective date: September 1, 2001.
