HBA-MPM S.B. 477 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 477 By: Bernsen Pensions & Investments 4/22/2001 Engrossed BACKGROUND AND PURPOSE Many Texas school districts look outside of the state to recruit new teachers. Current law authorizes a teacher transferring to Texas from another state to purchase a maximum of 10 years service credit in the Teacher Retirement System of Texas (TRS). Senate Bill 477 increases the number of years service credit in TRS that may be purchased by a teacher who has transferred to Texas to 15 years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 477 amends the Government Code to increase from 10 to 15 the maximum number of years of membership service credit for actual out-of-state service in public schools that a member is authorized to establish in the Teacher Retirement System of Texas. EFFECTIVE DATE September 1, 2001.
