DIGEST AND PURPOSE 

Currently, a teacher transferring to Texas from out of state may purchase a
maximum of ten years service in the Teachers Retirement System of Texas.
As proposed, S.B. 477 increases the number of years of service an
out-of-state teacher can purchase to 15 years, in order to create a greater
incentive for non-resident teacher candidates to work in a Texas school
district. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 823.401(f), Government Code, to prohibit the
amount of service credit a member may establish under this section from
exceeding the lesser of the number of years of membership service credit
the member has in the retirement system for actual service in public
schools or 15, rather than 10, years. 

SECTION 2.  Effective date: September 1, 2001.
