DIGEST AND PURPOSE 

Currently, only licensed or certified employees of long-term care
facilities are required to be trained in first aid and cardiopulmonary
resuscitation (CPR).  S.B. 498 expands the requirement that nursing home
employees be trained in first aid and CPR to include all employees of long
term care facilities. 

RULEMAKING AUTHORITY

Rulemaking authority is expressly granted to the Texas Board of Human
Services in SECTION 1 (Section 242.037, Health and Safety Code) of this
bill.   

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 242.037, Health and Safety Code, by adding
Subsection (i), to require the Texas Board of Human Services to adopt rules
that require nursing home employees who do not hold a license, certificate,
registration, permit, or some other form of authorization under Title 3
(Health Professions), Occupations Code, to have basic first aid and
cardiopulmonary resuscitation training. 

SECTION 2.  Effective date: September 1, 2001.
