C.S.S.B. 499 offers a redistricting plan for the Texas state senate districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS ARTICLE I SECTION 1. Provides that the districts of the Texas Senate are composed respectively of the counties or parts of counties as described by Article II of this Act. Sets forth legislative intent regarding a court's action in the case of a geographic area being erroneously left out of this Act. SECTION 3. Repealer: Chapter 218, Acts of the 75th Legislature, Regular Session, 1997 (Article 193d, V.T.C.S.) (Senatorial Districts; 1997 Apportionment). SECTION 4. Makes the districts established by this Act applicable to the election of the members of the Texas Senate beginning with the primary and general elections in 2002 for members of the 78th Legislature. Provides that this Act does not affect the membership or districts of the Texas Senate of the 77th Legislature. SECTION 5. Effective date: upon passage or September 1, 2001.
