SRC-SEW S.B. 501 77(R) BILL ANALYSIS Senate Research Center S.B. 501 77R4094 JSA-DBy: Wentworth Redistricting 5/7/2001 As Filed DIGEST AND PURPOSE Every ten years after the decennial census, Texas' state senate, state representative, and U.S. congressional districts, as well as smaller districts such as school board districts, are redistricted to comply with federal and constitutional provisions. As proposed, S.B. 501 amends the composition of some State Board of Education Districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 7.101(a), Education Code, to provide that each district from which a State Board of Education (board) member is elected is composed as provided by former Sections 11.2101(b)-(t), as enacted by Chapter 2, Acts of the 72nd Legislature, 2nd Called Session, 1991, except that Matagorda County is transferred from District 2 to District 7, Concho County is transferred from District 5 to District 15, and Cass County is transferred from District 8 to District 9. SECTION 2. Provides that the districts established by Section 7.101(a), Education Code, as amended by this act, apply to the election of the members of the board beginning with the primary and general elections in 2002 for board members whose terms of office begin January 1, 2003. Provides that this Act does not affect the membership or districts of the board for a term of office that begins before January 1, 2003. Provides that the change in the board districts made by Section 7.101(a), Education Code, as amended by this Act, constitutes a decennial reapportionment of the districts for the purposes of Section 7.104, Education Code. SECTION 3. Effective date: upon passage or September 1, 2001.
