DIGEST AND PURPOSE 

Currently, state agencies have the authority to reduce the level of
matching funds that an economically disadvantaged county or census tract
would need to receive a grant or other form of financial assistance from
the agency.  As proposed, S.B. 519 amends Chapter 783, Government Code, to
require each agency that adjusts a matching funds requirement under this
section to prepare and submit an annual report describing each adjustment
made by the agency and the effects of the adjustment on the agency's
programs. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 783.009, Government Code, by adding Subsection
(f), as follows: 

(f)  Requires each agency that adjusts a matching funds requirement under
this section to prepare and submit an annual report describing each
adjustment made by the agency during the preceding state fiscal year and
the effects of each adjustment on the agency's programs. Requires the
agency to state the amount of each adjustment, the program under which the
adjustment was made, and the name of each county or the location of each
census tract, as appropriate, that benefitted from the adjustment.
Requires the agency to send a copy of the annual report to the governor,
lieutenant governor, speaker of the house of representatives, Legislative
Budget Board, and to each member of the legislature who requests a copy.
Authorizes the agency to include the annual report in the annual financial
report submitted under Section 2101.011. 

SECTION 2.  Effective date: September 1, 2001.



SUMMARY OF COMMITTEE CHANGES

SECTION 1.  Adds to the list of people or agencies that are to be sent a
report to include the lieutenant governor, speaker of the house of
representatives, and the Legislative Budget Board.
