SRC-TBR S.B. 542 77(R) BILL ANALYSIS Senate Research Center S.B. 542 77R1688 ATP-DBy: Nelson Intergovernmental Relations 3/23/2001 As Filed DIGEST AND PURPOSE Currently, regularly scheduled commissioners court meetings are required to be held at the county seat. As proposed, S.B. 542 authorizes the commissioners court of a county to meet and transact business in a municipality other than the county seat. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 81.005(c), Local Government Code, to provide that a commissioners court may meet at a meeting place located in the county other than the county seat if the commissioners court agrees to meet in the municipality and the meeting place is in a building providing public access that can accommodate the number of persons expected to attend the meeting. SECTION 2. Effective date: upon passage or September 1, 2001.
