SRC-TBR S.B. 559 77(R) BILL ANALYSIS Senate Research Center S.B. 559 77R5814 JD-DBy: Madla Intergovernmental Relations 2/19/2001 As Filed DIGEST AND PURPOSE Currently, a committee, subcommittee, or other similar body appointed by a municipal governing body may or may not be subject to the open meetings act, depending on the nature of the meeting. As proposed, S.B. 559 adds a committee, subcommittee, or other similar entity created by a municipal governing body to the definition of governmental entity created by a municipal governing body to the definition of governmental body and requires that the subcommittee be subject to the open meetings act if a majority of the members of the subcommittee are members of the municipal governing body. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 551.001(3) and (4), Government Code, to redefine "governmental body," and "meeting." SECTION 2. Effective date: September 1, 2001.
