DIGEST AND PURPOSE

Currently, students who have financial need or are limited in English
proficiency qualify to attend prekindergarten under Section 29.153(b),
Education Code. Parents of children who do not qualify are unable to enroll
their children even if they are willing to pay tuition. As proposed, S.B.
592 allows school districts to expand pre-kindergarten classes to parents
wishing to pay tuition for their children to attend.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.

funds to the district.

SECTION 2. Provides that this Act applies beginning with the 2001-2002
school year.

SECTION 3. Effective date: upon passage or September 1, 2001.
