SRC-MWN S.B. 598 77(R) BILL ANALYSIS Senate Research Center S.B. 598 77R3895 ESH-DBy: Shapleigh Education 4/9/2001 As Filed DIGEST AND PURPOSE Currently Texas is experiencing a critical shortage of certified teachers willing to work in the public school system. As proposed, S.B. 598 requires the Charles A. Dana Center at the University of Texas at Austin to conduct a study of the issues affecting the recruitment and retention of teachers by public schools in Texas. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 21A, Education Code, by adding Section 21.005, as follows: Sec. 21.005. STUDY OF TEACHER RECRUITMENT AND RETENTION ISSUES. Requires the Charles A. Dana Center at the University of Texas at Austin to conduct a study of the issues affecting the recruitment and retention of teachers by public schools in this state. Requires personnel from Texas A&M University, the Texas Education Agency (agency), the State Board of Educator Certification, and the Teacher Retirement System of Texas to assist the Dana Center in conducting the study. Requires the study to analyze certain issues. Requires the Teacher Retirement System of Texas, on request by the Dana Center, to provide to the center data relating the experience levels of members of the system. Requires the Dana Center to prepare a report following completion of the study. Requires the center, not later than November 1, 2002, to deliver a copy of the report to certain state officials. Provides that this section expires January 31, 2003. SECTION 2. Effective date: upon passage or September 1, 2001.
