DIGEST AND PURPOSE 

Currently, directors of the Castro County Hospital District are elected to
serve for a period of two years.  As proposed, S.B. 613 extends the board
terms to three years, in order to ensure a more experienced board of
directors. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 3(a), Chapter 103, Acts of the 57th Legislature,
Regular Session, 1961, to require each director of the Hansford County and
Ochiltree County hospital districts to serve for a period of two years and
until the director's successor has been duly elected or appointed and
qualified.  Requires each director of the Castro County Hospital District
to serve for a period of three years and until a successor has been duly
elected or appointed and qualified, except that the directors elected in
2000 and one of the directors elected in 2001 are required to serve for two
years and their successor directors are required to serve for three-year
terms. 

SECTION 2.  Effective date: upon passage or September 1, 2001.
