DIGEST AND PURPOSE

Section 431.003 of the Transportation Code restricts navigation districts
to conducting business strictly within the boundaries of the enacting
legislation, while cities and counties have a broader authority. S.B. 637
amends the Transportation Code to allow navigation districts and public
port authorities to form local government corporations to "sell their
expertise" in the development and operations of other ports.

state officer, institution, or agency.
