SRC-JEC S.B. 663 77(R) BILL ANALYSIS Senate Research Center S.B. 663 77R4825 ATP-DBy: Madla Intergovernmental Relations 2/21/2001 As Filed DIGEST AND PURPOSE Currently, county treasurers are required to take 20 hours of continuing education classes every two years. As proposed, S.B. 663 increases the requirement to 20 hours every year. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 83.003, Local Government Code, to require a county treasurer, within one year after the date on which the treasurer first takes office, to successfully complete an introductory course of instruction in the performance of the duties of county treasurer. Requires the treasurer, after completion of the first year in office, to successfully complete in each 12-month period at least 20 hours of continuing education in the performance of the duties of county treasurer. Deletes language requiring a course once in each 24-month period. Requires that the introductory course and at least 10 hours of the continuing education course be taken at an accredited public institution of higher education. The remaining required classroom hours, wherever taken, are required to be certified by an accredited public institution of higher education. Authorizes a treasurer, to satisfy the requirement of the annual continuing education, to carry forward from one 12-month period to the next not more than 10 continuing education hours that the county treasurer completes in excess of the required 20 hours. Deletes the stipulation that a course required by this section include at least 20 classroom hours of instruction in an accredited institution of higher education. SECTION 2. Effective date: September 1, 2001.
