BACKGROUND AND PURPOSE 

Port authorities were not included in legislation passed by the 74th
Legislature that validated the acts of navigation districts.  Senate Bill
670  validates and confirms certain previous acts of port authorities and
navigation districts.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 670 amends law to validate and confirm any act or governmental
proceeding of a navigation district or port authority (district) not
excepted in this Act which was taken before March 1, 2001, any commissioner
or other official of a district who took office before the effective date
of this Act, and any bond or other obligation of a district which was
authorized before the effective date of this Act.   

The bill sets forth exemptions from this Act.

EFFECTIVE DATE

September 1, 2001.
