BACKGROUND AND PURPOSE 

Current law authorizes a court to suspend the driver's, business,
occupation, professional, or other regulated activity license (license) of
a person for failing to pay child support.  However, the law does not
provide for the suspension of the license of a person who fails to comply
with the terms of a court order regarding the possession of or access to a
child.  Senate Bill 700 authorizes a court to order such a suspension. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 700 amends the Family Code to authorize a court to issue an
order suspending the driver's, business, occupation, professional, or other
regulated activity license of an individual who fails to comply with the
terms of a court order providing for the possession of or access to a
child.  The bill provides that a petition for such a suspension may include
the enforcement order and the court order containing the provisions that
the individual was found to have violated. 

EFFECTIVE DATE

September 1, 2001.
