DIGEST AND PURPOSE

Currently, the Texas Department of Transportation issues special license
plates that must include the words "Honorary Consul" for passenger cars and
light trucks owned by persons who are honorary consuls authorized by the
United States to perform consular duties. As proposed, S.B. 710 changes
the words required to appear on these plates from "Honorary Consul" to
"Consular Official."

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.
