DIGEST AND PURPOSE 

Currently, the Lubbock Reese Redevelopment Authority (LRRA) is overseen by
a governing board comprised of representatives appointed by Lubbock
regional entities.  Since its creation, the LRRA and the City of Lubbock
(city) have worked closely together on economic development issues for the
Lubbock area.  In addition, the city has made significant investments in
the development of the property, also know as Reese Technology Center, as a
potential economic engine for the area.  As proposed, S.B. 718 changes the
membership of the governing board of the LRRA to more closely reflect the
relationship between the board and the city.  S.B. 718 also changes the
composition of the board to allow for seven members to be appointed by the
Lubbock City Council, one member to be appointed by the Lubbock County
Commissioners Court, and one member to be appointed by the South Plains
Association of Governments. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 396.003, Local Government Code, as follows:

(a)  Provides that the board of directors of the Lubbock Reese Development
Authority (board) consists of nine members and is responsible for the
management, operation, and control of the authority. 

(b)  Provides that the board is composed of seven, rather than two, members
appointed by the governing body of the municipality; one member, rather
than two members appointed by the governing body of the county; and one
member appointed by the South Plains Association of Governments.  Deletes
text regarding additional members. 

 (c)  Deletes text regarding terms of office for original members.  

(d)  Requires all terms of office to be for a period of four years.
Authorizes a member to be appointed to succeed himself or herself on the
board for only one additional successive term. Deletes text regarding the
expiration of a term. 

SECTION 2.  Provide that the members of the board of directors of the
Lubbock Reese Development Authority serving on the effective date of this
Act continue to serve on the board for the remainder of their terms.
Requires successor members, beginning on October 1, 2001, as members' terms
expire or as vacancies occur on the board of directors, to be appointed as
follows:  requires the first available position to be filled by the
governing body of the county; requires the second available position to be
filled by the South Plains Association of Governments; and requires the
other positions, as they become available, to be filled by the governing
body of the municipality.
