Since its creation, the LRRA and the City of Lubbock (city) have worked closely together on economic development issues for the Lubbock area. In addition, the city has made significant investments in the development of the property, also know as Reese Technology Center, as a potential economic engine for the area. C.S.S.B. 718 changes the membership of the governing board of the LRRA to more closely reflect the relationship between the board and the city. S.B. 718 also changes the composition of the board to allow for seven members to be appointed by the Lubbock City Council, one member to be appointed by the Lubbock County Commissioners Court, and one member to be appointed by the South Plains Association of Governments.
