HBA-SEP S.B. 749 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 749 By: Shapleigh Environmental Regulation 4/30/2001 Engrossed BACKGROUND AND PURPOSE Currently, the Texas Natural Resource Conservation Commission (TNRCC) does not have the authority to participate in environmental projects in Mexico. Senate Bill 749 authorizes TNRCC to take and finance any action in Mexico, in cooperation with governmental authorities of Mexico, that in the opinion of TNRCC is necessary or convenient to accomplish a duty of TNRCC imposed by law and will yield benefits to the environment in this state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 749 amends the Water Code to authorize the Texas Natural Resource Conservation Commission (TNRCC) to take and finance any action in Mexico, in cooperation with governmental authorities of Mexico, that in the opinion of TNRCC is necessary or convenient to accomplish a duty of TNRCC imposed by law and will yield benefits to the environment in this state. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
