DIGEST AND PURPOSE 

Medicaid reimbursement is not available for the health-related services
provided by promotoras to Medicaid patients.  S.B. 751 directs the Health
and Human Services Commission to require health and human services agencies
to use certified promotoras to the extent possible in health outreach
education programs for recipients of medical assistance under Chapter 32,
Human Resources Code. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 46.003, Health and Safety Code, as added by
Chapter 857, Acts of the 76th Legislature, Regular Session, 1999, by adding
Subsection (c) to require the Health and Human Services Commission to
require health and human services agencies to use certified promotoras to
the extent possible in health outreach and education programs for
recipients of medical assistance under Chapter 32 (Medical Assistance
Program), Human Resources Code. 

SECTION 2. Effective date: September 1, 2001.
