SRC-JBJ S.B. 798 77(R) BILL ANALYSIS Senate Research Center S.B. 798 77R6060 MTB-DBy: Duncan State Affairs 3/5/2001 As Filed DIGEST AND PURPOSE Currently, many state agencies are experiencing difficulty recruiting and hiring employees. The systems in place that list job postings, despite recent improvement, are not adequately meeting the needs of state agencies. As proposed, S.B. 798 provides for the Department of Information Resources, working with the Texas Workforce Commission and other state agencies, to create and implement an online system for listing state agency employment openings. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 656A, Government Code, by adding Sections 656.002 and 656.003, as follows: Sec. 656.002. ONLINE EMPLOYMENT OPENINGS SYSTEM. (a) Limits the definition of "state agency" in this section. (b) Requires the Department of Information Resources to work with the Texas Workforce Commission and other state agencies to create an online system for listing state agency employment openings. (c) Requires the system, to the extent feasible, to include certain specific characteristics. Sec. 656.003. ACCESS TO EMPLOYMENT OPENINGS INFORMATION. Requires the Texas Workforce Commission to make computers available to the public at its field offices to ensure access to information about employment openings. SECTION 2. Amends Section 656.024, Government Code, to delete existing text requiring each job vacancy to be listed for at least 10 working days and pertaining to the notification of a vacancy being filled. SECTION 3. Effective date: September 1, 2001.
