SRC-CTC S.B. 832 77(R)BILL ANALYSIS Senate Research CenterS.B. 832 By: Moncrief Health & Human Services 5/30/2001 Enrolled DIGEST AND PURPOSE S.B. 832 requires the Health and Human Services Commission (commission) to develop a comprehensive Medicaid report that captures all Medicaid spending by each state agency and program. The commission is required to deliver the report to each biennial session of the legislature and to certain other officials. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 531B, Government Code, by adding Sections 531.02111 and 531.02112, as follows: Sec. 531.02111. BIENNIAL MEDICAID FINANCIAL REPORT. Requires the Health and Human Services Commission (commission) to prepare a biennial Medicaid financial report covering certain state agencies and Medicaid programs. Provides that the report must include certain information. Provides that the report must cover the three-year period ending on the last day of the previous fiscal year. Authorizes the commission to request information necessary to complete the report from any appropriate state agency. Requires each agency to cooperate with the commission in providing information for the report. Requires the commission, not later than December 1 of each even-numbered year, to submit the report to certain state officials. Sec. 531.02112. QUARTERLY REPORT OF MEDICAID EXPENDITURES. Requires the commission to prepare a report, on a quarterly basis, regarding the Medicaid expenditures of each state agency that administers or operates a Medicaid program. Provides that the report must identify each agency's expenditures by Medicaid program and must include certain information for each program. Requires the commission to submit the report to certain state officials. SECTION 2. Effective date: upon passage or September 1, 2001.
