DIGEST AND PURPOSE

In 1999, the 76th Legislature passed S.B. 1391 directing the Texas
Workforce Commission (TWC) to compare TWC's current child care funding with
one that would emphasize providing child care funding to areas with the
greatest need. Prompted by concern over TWC's use of a mandated allocation
formula which bases funding on the population of children under five,
without regard to poverty, the report released by TWC substantiated the
claim that certain child care funds are not allocated in a way that
maximizes the delivery of this funds to children in poverty. As proposed,
S.B. 836 requires TWC to allocate child care funds only through the
application of a need-based formula.
