SRC-TBR S.B. 837 77(R) BILL ANALYSIS Senate Research Center S.B. 837 77R7191 KSD-DBy: Shapleigh Business & Commerce 2/28/2001 As Filed DIGEST AND PURPOSE When the Border Health Institute was created by the 76th Legislature in 1999, no provision was made requiring its governing board to develop and implement a strategic plan. As proposed, S.B. 837 directs the governing board of the Border Health Institute to develop a 10-year strategic plan and update the plan biennially. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 151, Education Code, by adding Section 151.010, as follows: Sec. 151.010. STRATEGIC PLAN. (a) Requires the governing board of the Border Health Institute (institute), in consultation with the institute's members, to develop a 10-year strategic plan to guide and evaluate the institute's progress toward achieving the purposes of the institute under Section 151.002. (b) Requires the strategic plan to include certain goals and assessments. (c) Requires the governing board to update at least biennially the strategic plan required by this section. (d) Requires that not later than December 15 of each even-numbered year, the governing board submit to the legislature and the Texas Higher Education Coordinating Board a report concerning the strategic plan required by this section, including any recommendation for legislative action. SECTION 2. Effective date: September 1, 2001. (b) Requires the governing board to develop the strategic plan required by Section 151.010, Education Code, as added by this Act, not later than December 15, 2002.
