SRC-JEC S.B. 916 77(R)BILL ANALYSIS Senate Research CenterS.B. 916 By: Jackson Intergovernmental Relations 6/20/2001 Enrolled DIGEST AND PURPOSE Currently, the sale by a municipality of a former military installation is performed through a competitive bidding process. S.B. 916 allows for more flexibility in the sale or other disposition of such property if it is carried out as a component of targeted redevelopment of the real property. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 22.024, Transportation Code, to provide that the competitive bidding requirements of Chapters 252 and 272, Local Government Code, do not apply to an exchange, sale, lease, or other disposition of land or other real property interest by a municipality if the land or other property interest is part of an air navigation facility that is a former military installation and the disposition is part of a plan to redevelop the facility as an airport-related industrial park or community and promotes the best interest of the municipality. SECTION 2. Effective date: September 1, 2001.
