SRC-JEC S.B. 916 77(R) BILL ANALYSIS Senate Research Center S.B. 916 2001S0614/1By: Jackson Intergovernmental Relations 3/5/2001 As Filed DIGEST AND PURPOSE Currently, the sale by a municipality of a former military installation is performed through a sealed bid process. As proposed, S.B. 916 allows for more flexibility in the sale or other disposition of such property if it is carried out as a component of targeted redevelopment of the real property. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 22.024, Transportation Code, to authorize a municipality with a population of 1.6 million or more to exchange, convey, sell, lease, or otherwise dispose of land or any interest in real property related to a former military installation or air navigation facility, if the exchange, conveyance, sale, lease, or other disposal is carried out as a component of targeted redevelopment of such real property together with aerospace, aviation, or aircraft manufacturing firms of other airportrelated industrial parks or communities. SECTION 2. Effective date: September 1, 2001.
