DIGEST AND PURPOSE 

Currently, the sale by a municipality of a former military installation is
performed through a sealed bid process.  C.S.S.B. 916 allows for more
flexibility in the sale or other disposition of such property if it is
carried out as a component of targeted redevelopment of the real property. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 22.024, Transportation Code, to authorize a
municipality with a population of 1.6 million or more to dispose of
property, or any interest in property, related to a former military
installation or air navigation facility, in the manner and on the terms the
municipality considers to be in the best interest of the municipality if
such disposal is carried out as a part of a targeted redevelopment of the
real property together with aerospace, aviation, or aircraft manufacturing
firms or other airport-related industrial parks or communities. 

SECTION 2.  Effective date: September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

Differs from the original by being less specific about the method of
disposition of the property, and specifically providing that the
municipality consider the manner and terms of the disposition of the
property to be in its best interest.
