SRC-CTC S.B. 924 77(R) BILL ANALYSIS Senate Research Center S.B. 924 77R6787 KEL-FBy: Barrientos Education 3/13/2001 As Filed DIGEST AND PURPOSE In 1999, the 76th Legislature passed legislation requiring the Texas Higher Education Coordinating Board (board) to develop and annually update a uniform strategy to identify, attract, enroll, and retain students that reflect the population of this state. In doing so, the legislature recognized the need to address the existing disparity between the racial composition of the state's general population and that of the undergraduate student bodies at the state's institutions of higher education. As proposed, S.B. 924 requires the board to develop and annually update a uniform strategy to enable institutions of higher education to identify, attract, hire, and retain faculty and staff that reflect the population of this state to aid in the creation and maintenance of a diverse student population. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.0865, as follows: Sec. 61.0865. FACULTY AND STAFF UNIFORM RECRUITMENT AND RETENTION STRATEGY. Requires the Texas Higher Education Coordinating Board (board) to develop and annually update a uniform strategy to enable institutions of higher education to identify, attract, hire, and retain faculty and staff who reflect the population of this state. Requires each institution of higher education to implement the uniform strategy developed under this section. Requires each institution to report annually to the board the manner in which the institution has implemented the uniform strategy. SECTION 2. Requires the board to adopt the strategy required under Section 61.0865, Education Code, as added by this Act, not later than January 1, 2002. SECTION 3. Effective date: upon passage or September 1, 2001.
