DIGEST AND PURPOSE 

The Collin County Water Authority was created in 1982 to provide a
countywide water and wastewater authority in unincorporated areas of the
county. Since that time, urban growth, assimilation of service areas, and
the expansion of the North Texas Municipal Water District has lessened the
need for the Collin County Water Authority. As proposed, S.B. 926 abolishes
the Collin County Water Authority. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. ABOLITION OF AUTHORITY. Provides that the Collin County Water
Authority is abolished. 

SECTION 2. REPEALER: Chapter 18 (relating to the filing of a financing
statement under a trade name or assumed name), Acts of the 71st
Legislature, 1st Called Session, 1989. 

SECTION 3. EFFECTIVE DATE. September 1, 2001.
