SRC-BWC S.B. 932 77(R) BILL ANALYSIS Senate Research Center S.B. 932 2001S0631/1By: Carona Criminal Justice 4/5/2001 As Filed DIGEST AND PURPOSE Currently under Texas law, sexual contact is defined as "any touching of the anus, breast, or any part of the genitals of another person with intent to arouse or gratify the sexual desire of another person." As proposed, S.B. 932 includes conduct that is clearly meant to arouse the sexual desire of the perpetrator in the definition of sexual contact. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subdivision (2), Section 21.01, Penal Code, to clarify the definition of "sexual contact." SECTION 2. Effective date: September 1, 2001. SECTION 3. Makes application of this Act prospective.
