DIGEST AND PURPOSE 

No study has been performed to determine how Texas can keep its military
bases from being closed and how it can attract new military missions.
Military installations account for a significant portion of the economy of
the cities in which they are located.  As proposed, S.B. 939 requires the
Texas Strategic Military Planning Commission to conduct a study to review
practices in other states and determine how Texas can attract new military
missions and retain existing ones.  The study is to also estimate the cost
savings for the military that could be generated by implementing those
practices. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.  

SECTION BY SECTION ANALYSIS

SECTION 1.  Requires the Texas Strategic Military Planning Commission
(commission) to conduct a study to determine how the state can attract new
military missions and retain existing military installations.  Sets forth
requirements for the study.  Requires the commission to report the results
of the study and any recommendations to certain state officials, including
the governor and the lieutenant governor, not later than December 1, 2002.
Provides that this section expires September 1, 2003. 

SECTION 2.  Effective date: September 1, 2001.

SUMMARY OF COMMITTEE CHANGES

Committee amendment No. 1: in SECTION 1, after the words "attract new
military," substituted "missions" for  "installations."
