SRC-TBR S.B. 1013 77(R) BILL ANALYSIS Senate Research Center S.B. 1013 77R8153 JSA-DBy: West, Royce Finance 3/20/2001 As Filed DIGEST AND PURPOSE Currently, the state provides the required matching funds for research and extension activities at Prairie View A&M University. As proposed, S.B. 1013 requires the state to continue to match the funds for each fiscal year as they are required to meet federal requirements. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 87B, Education Code, by adding Section 87.107, as follows: Sec. 87.107. STATE FUNDING TO MATCH FEDERAL FORMULA FUNDS FOR AGRICULTURAL RESEARCH AND EXTENSION OR OTHER NONSTATE FUNDS. (a) Requires that, for each state fiscal year, the legislature appropriate for agricultural research and extension programs at Prairie View A&M University (university) from the general revenue fund or other available sources an amount equal to the amount of nonfederal matching funds required in that fiscal year to enable those programs to meet the matching fund requirement to receive the maximum amount of federal formula funds available under Section 1449(c), National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. Section 3222d). (b) Requires the legislature, for each state fiscal year, to appropriate from the general revenue fund or other available sources an additional amount equal to 10 percent of the amount described by Subsection (a) to the university for agricultural research, extension, education, or other qualifying activities that enable the programs conducting those activities to qualify for additional federal funds that become available under Section 1449(f), National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. Section 3222d), or for matching agricultural research, extension, or education funds from any other federal program or from any source not funded from revenue of this state. (c) Provides that the portion of an appropriation made under Subsection (a) or (b) not used or obligated in the applicable fiscal year to obtain or qualify for matching funds under Subsection (a) or (b) lapses at the end of the fiscal year. SECTION 2. Effective date: upon passage or September 1, 2001.
