DIGEST AND PURPOSE

Current law requires the General Services Commission (GSC) to be the agency
responsible for making all purchases over $100,000. For all other
purchases, the state agency making the purchase may either request that
authority to make the purchase be delegated to it or it is required to
submit to the GSC for handling. As proposed, S.B. 1058 gives the General
Land Office (GLO) an exemption from bid package review for the Coastal
Erosion Planning Response Act projects.

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency.
