SRC-JBJ S.B. 1064 77(R)BILL ANALYSIS Senate Research CenterS.B. 1064 By: Staples Jurisprudence 6/15/2001 Enrolled DIGEST AND PURPOSE The Texas Family Code sets forth both the responsibilities of the Texas Department of Protective and Regulatory Services (department) in regard to the adoption process and the legislative intent of those provisions. S.B. 1064 adds to those provisions that it is the intent of the legislature that the department, in providing adoptions services, keep siblings together and, whenever possible, place siblings in the same adoptive home. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 162.302, Family Code, by adding Subsection (e), to provide that it is the intent of the legislature that the Department of Protective and Regulatory Services in providing adoption services, when it is in the children's best interest, keep siblings together and whenever possible place siblings in the same adoptive home. SECTION 2. Effective date: upon passage or September 1, 2001.
