SRC-JBJ S.B. 1087 77(R) BILL ANALYSIS Senate Research Center S.B. 1087 77R7801 MTB-DBy: Harris Criminal Justice 3/14/2001 As Filed DIGEST AND PURPOSE Currently, the Public Safety Commission (commission) is composed of three citizens of the state appointed by the governor. As proposed, S.B. 1087 increases the number of citizens of the state appointed by the governor from three to seven and amends provisions regarding the composition of the commission. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 411.003(b), (c), and (d), Government Code, to provide that the Public Safety Commission (commission) is composed of seven, rather than three, citizens of this state appointed by the governor with the advice and consent of the senate. Provides that members serve staggered six-year terms with the terms of two or three members, rather than one member, expiring January 1 of each even-numbered year. Requires the commission to meet at the times and places specified by commission rule or at the call of the chairman or any four, rather than two, members. Makes nonsubstantive changes. SECTION 2. (a) Sets forth provision regarding the appointment of members by the governor and the terms of those members. (b) Sets forth provision regarding the determination of a quorum of the commission. SECTION 3. Effective date: September 1, 2001.
