DIGEST AND PURPOSE 

Under currently state law, only veterans who served between August 4, 1964,
and May 8, 1975, may purchase Texas Vietnam veteran license plates.
Federal law defines Vietnam veterans as those who served between February
28, 1961, and May 7, 1975.  S.B. 1089 amends the Transportation Code to
expand the eligibility of those who may apply for Texas Vietnam veteran
license plates to include veterans who served during the period beginning
February 28, 1961, and ending May 7, 1975.  This change conforms the state
statute to the federal definition. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a
state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Sections 502.264(a) and (c), Transportation Code, to
require the Department of Transportation (department) to issue specially
designed license plates for passenger cars and light trucks owned by
persons who served in the United States armed forces during a certain
period. Requires the department to issue license plates under this section
to a person who submits proof that the person is eligible under this
section to be issued the license plates.  Deletes specific dates regarding
time served in the United States army.  Makes a conforming change. 

SECTION 2.  Effective date: September 1, 2001.
