SRC-MWN S.B. 1100 77(R) BILL ANALYSIS Senate Research Center S.B. 1100 77R7974 KEL-DBy: Moncrief Education 4/8/2001 As Filed DIGEST AND PURPOSE Currently, nursing homes lack programs that develop best-practices based on industry research and internally developed models of practice across all disciplines. As proposed, S.B. 1100 creates two nursing home pilot sites at nursing homes affiliated with medical schools or nursing schools that would focus on developing best practices. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 61C, Education Code, by adding Section 61.088, as follows: Sec. 61.088. NURSING HOME PILOT SITES. Requires the Texas Higher Education Coordinating Board (board), with the agreement of the participating medical and dental units, to select two nursing home pilot sites in this state to be affiliated with one or more medical and dental units to provide research, training, and education regarding the appropriate level of medical and health care in appropriate disciplines for residents of nursing homes. Requires the board to coordinate with appropriate entities to offer at each nursing home pilot site training programs for certain persons. Requires a training program to incorporate certain information. Provides that the appropriate level of care needed for residents of nursing homes is to be established based on industry research and on models of practice across all medical and health disciplines. SECTION 2. Requires the Texas Higher Education Coordinating Board, on the agreement of appropriate medical and dental units, to select two nursing home pilot sites under Section 61.088, Education Code, as added by this Act, as soon as practicable. SECTION 3. Effective date: upon passage or September 1, 2001.
